Intel updates VAAPI driver for Linux

Thanks to the great work by a bunch of people, Intel committed the VAAPI VC-1 decoder fixes to GitHub for all.

We now have VC-1 decode macroblocking (artifacts) fixed for Linux hosts. . This has been an issue for some 6 years and has been a long time coming. Huge strides have been made over recent months and finally fixed only a few days ago.

Update: 29-Oct-2017

After reviewing the changes released with libva 2.0.0, it has been determined we must wait until Intel releases libva 2.1, expected 22-Dec-2017, due certain functions/features which were not ready for the 2.0.0 release.
