Open GL 2.0 Drivers Error in Windows 10 Atom Based PC

I have a PC which is around 5 years old, but has never been used. It is an Atom based Acer PC with Intel Media Accelerator 3150 on-board graphics. The Intel graphics have apparently never supported Open GL.

When I install the Plex Windows 64bit Player app and try to run, it comes up with an error that I need install Open GL drivers version 2.0 or higher, and then it shuts down. Am I limited to using the web app only, or is there a way around this? I have Plex working on a number of other Windows 10 PC's with no issue, so I'm surprised that this one is causing issues.
