If I choose to play flac or hires audio, where are the controls to choose the quality, to disable audio transcoding for local network play?

If it says Direct Play, then no transcoding is taking place.

I have played just today flacs with 5.1 channels in 96 kHz and 24 bit. They direct played.
This was on Windows with Chrome as web browser.
Maybe there are some subtle differences between platforms and browsers. Just try what plays for you.
You can increase the chance of Direct Play by using either Plex Media Player or http://plexamp.com (music only).

I believe it does. How do I know otherwise?

    check your server during playback
    https://app.plex.tv/desktop#!/status/playing

when you hover over the backdrop representing your current playback, you'll see if there's any transcoding or if the tune is direct-played.

Nice, didn't know that! It does say Direct play. Does it mean it is able to play FLAC and HiRes files locally in the original resolution?
