Initially I just I deleted the directory %APPDATA%\Microsoft\Crypto and for the admin profile and rebooted. When using the admin profile it worked but once I tried to run plex from the temporary visitor profile the error appeared again and then I could not run it from visitor or after switching to admin. So I deleted the temporary profile, deleted the crypto directory from admin, rebooted again and the problem was solved.
