I bought a Plex Pass Lifetime subscription a long time ago and shared my Plex videos with my sister. She was able to access them without any issues, but she recently messaged me saying that she will need a Remote Watch Pass, even though I purchased a lifetime Plex Pass

Ignore it, a lot of people got sent this, it was Plex fumbling and being dumb again. If you have a Plex pass you’re fine and the people you share with are fine.

It’s not supposed to be like that, it’s a known problem right now for some people, try restarting your server.
