Same problem on a smart tv box with android 7, but i could fix it.
Turned out, the box did not choose the correct resolution. My TV is 4k, the box could not do such a high resolution. Auto would chose 720p. Oddly, the Plex client did not say it cannot display 1080p content but transcoded from 1080p to 1080p(?) because of the ASS subs. When i changed the box’s resolution manually to 1080p/60Hz i suddenly had direct play without transcoding.
