Apple TV Internet Streaming Constant Stuttering and Freezing

I’m having issues with Internet Streaming of one of my family members. My server is hardwired in. I have 1000/1000 verified. They’re side they are consistently getting 50 MBPS at the client through Speed test. However, they cannot stream anything without it stuttering / pausing unless they lower the quality to lower than 10MBPS.

I’ve had them try different settings (like auto adjust quality off). I’ve watched the server from my side while they try and find no issues in capacity or errors in the DEBUG logs.

Weird thing is, in same house, if they use Plex iOS app - no issues. If they use Plex iOS app over celluar, no issues. It’s only Apple TV.

Any suggestions or things to try would be greatly appreciated.
