[Debian 8.7] Plex 1.9.3.4290-9798172d4 refuses to set up as a new server

I'm having a similar problem as this guy.

Basically, I log in directly to the server's local IP, and it asks me to sign in. When I sign in on my normal account, it spends some time looking for my other server (which I turned off), and then asks where it went. It refuses to set up as a new server. If I go to "server settings," it says they aren't available, because I supposedly don't have a server.

If I log into it with a completely new account, it still suggests that I set up a new server by downloading Plex Media Server and installing it on something. I've tried uninstalling & reinstalling multiple times (once logging in the first time with the fresh account), but that hasn't worked either.

My port forwarding setup also correctly forwards port 32400 to the server.

I looked at Plex Media Server.log and noticed a tooon of lines like this:

NetworkServiceBrowser: Error sending out discover packet from 127.0.0.1 to 127.255.255.255: Network is unreachable

Which doesn't make any sense, since the machine has a loopback interface. It's outputting this message every five seconds starting after what looks like a network interface monitoring thread spinning up:

Could this be related to the problem or is this something else?

You have a serious network configuration problem. When 127.0.0.1, which is a /32 netmask, shows up as a subnet, something is grossly wrong in the core configuration.

Best recommendation is to save your data and reinstall the OS
