@BigWheel The short answer is no PMS does not have full disk access.
File and Folder access does not exist on 10.14.6. Only full disk.
On a 2018 Mac Mini with 10.14.6, I took an upgraded PMS at 1.29.1.6316 with Settings unavailable and granted it full disk access. There was no change in how it acted after restart.
There is also no change in how a 1.29.1.6316 fresh install behaves when full disk access is granted before the install. It still has this bug of getting stuck at the naming step.
The last working stable is 1.29.0.6244 universal, which does not suffer this bug on older macs.

@awchilds work closely with BigWheel, but from a let’s just get it working standpoint, you should tell us whether you want to do a clean install and start over, or whether you want to save what you had before.
