As recently as August, and as far back as 2018, I’ve seen ChuckPA describe ([in the Linux Tips and Tricks](https://forums.plex.tv/t/linux-tips/276247)) that he uses `dpkg` to install PMS.

> [@Plex 1.42 update installs on Ubuntu Linux but does not activate](https://forums.plex.tv/t/plex-1-42-update-installs-on-ubuntu-linux-but-does-not-activate/929945):

> Server Version#:1.42.1.10060 Player Version#: \<If providing [server logs](https://support.plex.tv/articles/200250417-plex-media-server-log-files/) please do NOT turn on verbose logging, only [debug logging](https://support.plex.tv/articles/201643703-reporting-issues-with-plex-media-server/#toc-1) should be enabled\>I had server 1.41 running but received notice to upgrade to 1.42 due to security issue. Downloaded from Plex site and installed. Received notification that install was successful but media server was not active. Manual attempts to activate repeatedly have failed. I have purged, re-downloaded, and reinstalled several times with no success. Any sugge…

Maybe reading those and searching for his replies will get you up and running.
I have not had experience with `apt` vs. `dpkg` but he is the pro here. g/l nibs
