DVR feature doesn't work for some channels "playback error - couldn't tune channel"

I know there are a lot of topics about this, however it doesn’t seem there are any real answers for it. I have two HDHomeRun PRIMES and Plex can’t tune in AMC or channel 697. If I use the HDHomeRun app it tunes in just fine and in fact if I use the HDHomeRun DVR I never have a problem with that channel…or any other for that matter. So that seems to point at a problem with Plex rather than the Cable provider or the HDHomeRun Prime devices. I’ve attached the logs and I’m looking for guidence on how to troubleshoot this issue.

NOTE: I also get the same result when setting up PMS on an Nvidia Shield and a Windows PC so its not platform specific.
