Would be great to be able to play older videos in a smaller window instead of up scaling them to a 70” tv.

I believe this is more of a TV feature.
If you play a lower-resolution video on a higher-resolution client, Plex will stream the video in its original resolution. On most platforms it’s the TV that’ll upscale the (smaller) image to match the screen size.
