# FRESH Windows & Plex install- Your changes could not be saved

Player Version#:
This is a brand new fresh Windows 10 Pro install, with a fresh Plex Server install. Media files play without issue in VLC, and permissions for all video folders and files are set to “Full” for “Everyone”.
Every attempt to create a library using these videos results in “Your changes could not be saved.”. I’ve tried the web hosted app and local hosted app- same result.
I’ve uninstalled and reinstalled Plex server, tried three different browsers (Chrome, Edge and Firefox), and have cleared all browser cache. The issue persists.
I’m using a Lifetime Plex Pass account- any suggestions?

Ran into this a few days ago while testing some stuff out.
See → ["Your changes could not be saved" when trying to Add Media Library - #2 by SwiftPanda16](https://forums.plex.tv/t/your-changes-could-not-be-saved-when-trying-to-add-media-library/831178/2) which solved the problem for me.
It seems to me that plex needs to be restarted AFTER the initial setup but BEFORE you add any libraries.
