Friends find my server unavailable

I created a new account and a new server. My friends cannot access it, it says i am unavailable. Ive done the usual steps, updated software, server is listed in my devices etc… I am operating with a double nat (although i barely understand that), and in the past it would be red and say unavailable outside my network ( i would manually specify port 32400) and yet people could still stream with no issues. Whenever i retry it, it will turn green and say fully accessible outside my network but in a short time it turns red. Although it never mattered i was still able to stream to family and friends. They get no access at all at the moment. Im not sure what the issue is, but even with the double nat and the not available outside your network i never had any issues (several accounts and servers for about two years), not sure what the issue is now.

About a year back after months of help from people here (and purchasing a static IP) my friends were actually streaming my content at the quality it was, but then my Provider for some reason changed my static IP address and i never got it working right again. My friends were able to stream but always transcoded. Now they cannot even access my server. Is it possible there is some sort of delay because it is brand new?

This will prevent remote access to your server.

They were able to use the Plex relay fallback method. Which is alright for music and photos most of the time, but for video not so much due to its bitrate limitation.

If you bought the static IP, it would mean that your ISP has broken your contract now.
Contact them and ask them to re-instate the fixed IP. It’s the only way to get remote access to work without transcoding all the time.
