GPU not used to transode even though Plexpass is purchased

Hi,
My PC config: Win 10, 32GB, 4770K, 1070Ti, Plexpass
A few months ago I was able to transcode 4k content no problem using GPU acceleration and the playback was smooth and without any issues. Nothing has changed in my config and today I am unable to play 4k simply because my CPU is not managing (80%).
It is not netowork related as I am unable to transcode smoothly on the same PC. It is also not related to compatibility chart because I cannot play 4k video I was able to play in the past.
It plays for 4 seconds, then stops for 10s to buffer then plays again. GPU chart in Windows Performance Monitor is flat and it used to be 20% for Video decoding

Any ideas what is going on here?

During playback do you see (hw) in Plex Dashboard -> Now Playing?

Check this Transcoder setting “Enable HDR tone mapping”, if checked uncheck.

There is HW mark at all times

Although the colours look washed out this is the solution. Video card is decoding now and the playback is smooth.
