I found the solution:

[Custom Server Access](https://forums.plex.tv/t/remote-access-set-server-public-ip-manually/432448): set your public IP and port (not VPN IP) as http in the custom server access url. Test with [canyouseeme.org](https://canyouseeme.org/)
