I love how Plex automatically grabs subtitles but unfortunately many of them are out of sync with my videos. I used to use GOM media player and it had a super handy feature that instantly advanced or backtracked subtitles in 3 second or chosen time increments (no need to burn them in.) Does Plex have a similar feature?
In Plex? I don’t think so, but some clients may - OpenPHT (open source, 3rd party development) may. I’m not familiar enough with OpenPHT to say definitively, but if any client can, OpenPHT has a pretty good chance of doing so.
Conveniently? It depends what you consider convenient.
Are the subs out of sync because they suck, or are they out of sync because they’re being transcoded along with the video stream and - for some reason - your server can’t put them together properly? Underpowered, would be a likely cause and effect in this case I would imagine.
Are you watching in Plexweb? If so I strongly suggest you get a real Player - like Plex Media Player (PMP). The capabilities of Plexweb are compromised because it runs in your browser. PMP has a much better chance of improved performance because it isn’t running in your browser. It’s a stand-alone and quite powerful Plex Player Application:

You never know, but PMP may be able to display the sub file you have in sync with your video material. At least the chances are greatly improved.
Probably the #1 solution if none has been fruitful so far, is to go to; https://subscene.com/ (or other source) and download a suitable subtitle in srt (UTF-8) format that won’t require transcoding and that’s also in sync with your material. Proper naming and placement of this srt file would then facilitate it’s being simply overlaid on the video and not have to be burned in. Ideally.
There are many other methods to deal with a situation like this - none of them being particularly ‘convenient’ and ALL of them outside of Plex.
This response comes with a disclaimer that I don’t have to deal with subtitles that often, always get mine from https://subscene.com/ , and, after a few tries (if I’m not lucky on the first try) I can usually find a forced sub file that does what I require of it. I suppose that may not be that convenient either, but there you go.
