This error is normally a firewall issue

```auto
URLError: <urlopen error [Errno 10061] No connection could be made because the target machine actively refused it>
```

Check that there is an inbound rule :
Protocol: TCP
Local Port : 32400
Remote Port : Any
Remote IP: Any
Action: Allow
Scope: All Networks

This is a port rule independent of any firewall rule for the program files

same issue still

server is getting timeouts on requests to the python plexscripthost bundles processes that got started

```auto
Nov 25, 2015 12:16:15:391 [1328] ERROR - Timeout or error reading status line from plug-in pipe [com.plexapp.agents.fanarttv], we're killing it.
```

eg for first one - it was started 3 minutes earlier

```auto
Nov 25, 2015 12:13:15:393 [1328] DEBUG - Starting plug-in C:\Program Files (x86)\Plex\Plex Media Server\Resources\Plug-ins-f38ac80\Fanart-TV.bundle.
```

same for the other two

the com.system.plexapp.log still shows the forbidden errors
eg

```auto
Normally such errors are to do with anti-virus / security / proxy / anti-malware software. what do you have running/configured?
The firewall should also have exceptions for the .exe files
```auto
C:\Program Files (x86)\Plex\Plex Media Server\PlexScriptHost.exe

```
and the other exe files
The server log shows this error at the start - but lately i have come across a lot of these - so i am not sure if it is important still
```auto
Nov 25, 2015 12:12:56:324 [11716] DEBUG - Granting application loopback exemption: "C:\WINDOWS\system32\CheckNetIsolation.exe" LoopbackExempt -a "-n=caf9e577.plex_aam28m9va5cke"
Nov 25, 2015 12:12:56:355 [11716] ERROR - CheckNetIsolation.exe exited with code 0x5
Nov 25, 2015 12:12:56:355 [11716] ERROR - Failed to grant application loopback exemption

```
you did mention `Trend Micro` anti virus - see if it has exceptions that need to be added to the configuration
Trend Micro but I did turn it off to see if that fixed the issue and did not only other thing is windows firewall. Trend micro I did put every .exe in the exceptions list.
</div>
you could try uninstalling trend micro and then just have the windows firewall with:
- Exception rules for the exe files (all ports / all networks - just programs listed)
- Inbound rule for tcp local port 32400 (no programs specified)
