My nephew is in the Navy and has no Internet access I am trying to send him a hard drive with movies on it and downloads of the Plex server and Plex home theater player will this work without Internet access? ---

No. It won’t be a good experience for him. Plex server needs an internet connection to gather metadata about all the media you add to the server. If you only send him the plex installation program and the naked media files, then all he can do is to create a ‘home video’ library, completely without metadata. In this special case he is probably better off with a conventional desktop video player program. ---
