The [release notes for 1.32.2.7002](https://forums.plex.tv/t/plex-media-server/30447/578) have a fix for “(DVR) Recordings fail with permission error (#14265)”. I can’t find any links to the specific issue threads that this is supposed to address, but perhaps it is worth a try for you?
