There is a later build than the one you are running on EPYC: 1.30.0.6406-F3F2FCC0

**1.30.0.6442**

Is it the same with this version?  
Do you have the original recording file ?  
Could you get the debug [server logs](https://support.plex.tv/articles/200250417-plex-media-server-log-files/) when the commercial skipper runs  
Also log text files within the media directories it uses
