Have installed upgrade. I am seeing a difference in how it handles the pre-roll

PMS - has Pre-Roll added, trailers are not turned on

Before:
Roku - set to play preroll = Plays Pre-Roll
Open PHT, 1 trailer = Plays Pre-roll, does not play movie
Samsung, 1 trailer = Plays Pre-roll
PMP, 1 trailer = Plays Pre-roll

After
Roku - set to play preroll = NO Pre-Roll
Open PHT, 1 trailer = NO Pre-Roll, DOES play movie
Samsung, 1 trailer = NO Pre-Roll
PMP, 1 trailer = NO Pre-Roll

  1. is this by design?
  2. is there a way to play just the pre-roll for all clients?
  3. Is there a way to contoll this by client?
