If you ask me as a non Plex Employee / Team member… I suppose it’s their product and their roadmap, making it their decision what to prioritize. There’s no obligation for them to do what users ask for… the suggestions are therefore just that: suggestions — and votes are an indicator of there’s a wider interest in that suggestion. But then again… that’s just my personal 2ct and I definitely would hope the could pick up some of my own suggestions or ones I’ve voted for.
