After the recent player update, when creating a new managed user and granting access to any pre-existing playlists, attempting to view playlists under this user results in a message stating: “Playlists” is empty

The playlists are not empty. Access to the playlists was explicitly granted to the user, as well as access to the correlating libraries. I thought perhaps this may be an issue of user permissions, so I created a new unrestricted managed user as a test and the results are the same.

Have tested on Windows (web), and Roku players. The Shield client does not appear to have received the necessary update as yet so I do not see these new managed users on this client.

Did you grant access to the library that the Playlist refers to?

When you look for the shared playlist, where are you looking? The shared playlist will show up under “Media”, not the users Playlist section.

I did grant access to the 2 libraries each playlist references.

Thanks, playlists are visible in this location. It would be nice if playlists would be listed under “Playlists” though.
