the problem was about i couldnt wake my pc by using plex on phone or tv and that was by pattern match i tried until finally i knew where is the problem

firewall after upgrading or downgrad windows changed and to solve the problem u just need to run cmd as administrator and type this command then enter

the command : netsh advfirewall firewall set rule group=“File and Printer Sharing” new enable=Yes
