The link in your post gives a "PAGINA INEXISTENTE!". So it does not work.
I also think you haven't received any responses to your question because no one is sure what you are asking.

Are wanting to access a webcam feed or some type of video conferencing?

I fixed the broken link in the first post (it had an additional comma attached to the end of it).
That site is a mess, I just tried to watch a couple of videos and they were mostly covered by popup ads or things complaining that I was missing a plugin (even though the video was actually playing). I'm not sure that site is very legit so the chances of getting an official plex plugin for it is likely pretty slim.

I think we were both asking, although I understand that the legitimacy of the website might be in question, whether or not it would be even possible to code such a thing. I doubt it would ever be an official Plex plugin, but as long as it's something that I could work at, I think it would be a fun project.
