Plex transcoder crashes when streaming to plex web

In chrome I am running player version:

On the Plex Media Player app I am running player version:
2.58.0.1076-38e019da

My plex server is running on Windows 10 x64

When playing a video using the Plex web app in chrome, I can start a stream off okay although it is very slow to start when compared with the Plex Media Player application. The video starts and I can see by viewing the plex dashboard that it is transcoding in hardware, however the quality of the transcoding is VERY poor. If I then change the stream quality, there is a VERY high likelihood that the plex transcoder on my server will crash. This presents itself as an infinite black buffering screen in the player, and when I check the CPU utilisation in the Plex dashboard, the plex service will cut out for several seconds (which seems to be expected behaviour when switching stream quality, so I assume this is just the transcoder restarting) and then the CPU utilisation will flat line at basically nothing, and the video will never start playing.

Whilst I am running my server headless, it is not the session 0 issue as I use teamviewer to manage the server rather than RDP, and you can see that hardware accelerated transcoding does indeed initialise in the first place.

Contrast this to the Plex Media Player application, where I am able to start streaming any media with no delay at all and I can change the stream to any quality as many times as I want and it will not crash. I have never had the player crash the server when using the Plex Media Player application, but was able to reproduce the crash in chrome on my first attempt when gathering logs.Plex Media Server Logs_2020-07-21_12-51-47.zip (2.9 MB)

Please note that I have checked for the known bad conflicting .dlls listed here:

And did not find any of those DLLs on my system.

I have also had friends test this out for me from their houses (so obviously not on my LAN) and they are able to reproduce both the crash using the web application, and the complete stability of the desktop Plex Media Player app.
