having the exact same problem here. “unable to load DVRS” also based in Aus.
Tried installing the latest BETA but same problem. Trying to setup the DVR but it never shows up, add manually but it sits there with the spinning circle.
There is somthing obviously broken in the last build- When is PLEX fixing this???
Thanks to Peter for this post. I faced this issue too (hadn’t noticed until today) and was able to get around it by reverting to build 1226, removing the DVR, upgrading back to 1291, then reinstalling the DVR.
Thank you for the comments everyone, rolled back, uninstalled tuner, installed latest version, used the freEpg XML link, adjusted channel mappings, so far so good! BUT, when I select most ( not all ) TV shows to schedule a recording of an entire series, it only shows an option to record once, and presents a link to my movie folder ? No option to record entire series , any ideas greatly appreciated!!! Thanks for the comments it really helps everyone.
The removal of support of the epg and version upgrade has clearly destroyed the use of a HR home run device and the ability to reinstall/ setup a DVR in Plex for Australian users. Comments clearly state this is known issue and I’d expect the Plex team to resolve the issue ASAP.
For now Ill record my TV on a seperate drive and manual copy files over.
I am another user with the same issue.
I have the same question to Plex, are you going to resolve this issue soon or are you expecting your users to install a previous version to resolve it as suggested by other users?

Tuner was setup and running prior to the changes to the EPG, now the tuner cannot be found.
A possible issue could be any residual configuration or EPG data remaining when access to the default Plex EPG data was removed. You can not easily test for this scenario.
I’m still not able to reproduce this. I can setup the DVR everytime. For those involved, please answer these 3 questions.
1 - what model tuner do you have, if you have more than 1, please list all
2 - what country are you in
3 - did you have a tuner setup before or is this a brand new installation
1 - I have a Hauppauge WinTV-quadHD Model 1662xx
2 - I’m in Australia
3 - Tuners have been setup and woking fine since live TV functionality became available.
After going back to the older version (1.16.0.1226-7eb2c8f6f) my tuner works again, but because the EPG in the netherlands is also not supported anymore (Pretty bad choice of Plex, but ok) i needed to upgrade anyway.
So i rolled back to 1.16.0.1226-7eb2c8f6f, deleted my DVR setup, upgraded to 1.16.1.1246 and my tuner can be found. I added an XMLTV files so EPG is also working.
Problem i face since then is that i cannot tune to most channels anymore (was possible in version 1.16.0.1226)
Currently running version: 1.16.2.1297
Click on a channel in the EPG and at most channels i get: “Could not tune channel. Please check your tuner or antenna.”, but i also found 2 channels so far which seem to work fine (i don’t know what the difference is)
What could be wrong? This is since the upgrade to 1.16.1.1246 (and higher)
To answer the questions:
I have only one tuner: HDHomeRun EXPAND, Model: HDHR3-4DC, Firmware: 20190417 (working perfect outside Plex, all channels work)
The Netherlands (but i have a working XMLTV so EPG is working)
Tuner was working fine in version 1.16.0.1226 (and earlier), since version 1.16.1.1246 (and higher) i have issues with playback of most channels.
A fix would be highly appreciated.

There was a HDHomeRun firmware update available (version 20190621), so i upgraded to that, but as expected this did not resolve the issue.
Because i’m having a firewall between my Plex Server and the TV Tuner i also checked the logging;
Click in the Plex EPG to on of the two channels which actually work: Traffic seen in the firewall and ofcourse everything is accepted.
Click in the Plex EPG on another channel: No traffic in the firewall log. (and Plex showing “Could not tune channel. Please check your tuner or antenna.”)
So it seems that Plex is not trying to tune to the channel at all for the channels which do not work for some reason.
Many tv shows, when setup to record, are being recognised by Plex as Movies. This has started happening since I have rolled back and re-added the DVR with a free epg in Australia. Previously the same tv shows were recognised as TV shows.
Been running LiveDVR / DVR for some time. After upgrading to 1.16 I then added the ubuntu ppa which upgraded me to 1.16.1.1291-158e5b199
I now have the “Unable to load DVRs”, see full EPG guide (US based), and can record, but cannot tune to Live TV channels. ( it was working yesterday even though been on1.16.1.1291-158e5b199 for several days.
