Why do I not need a static IP address and you do?

My understanding is it is the way my provider has their system setup.

How can something be both - the greatest thing ever - and the most annoying?

On CG-NAT type connections getting a static IPv4 is often the only way to get a real/connectable IPv4. Most providers offer that in their business plans with a respective price tag.
You don’t need it to be static, but you need your “own” IPv4 which you don’t share with other people at the same time.

I appreciate the attempt, but really this stuff is so far over my head it’d be like you trying to teach your cat to drive.

As long as you have Remote Access not completely disabled, yes.
Verfiy that “Enable Relay” is still activated unter
Settings - Server - Network - ‘Show Advanced’

This is one method.
Another one is to ask the friend to create a plex.tv account in advance. Then invite this plex account (identified either by their email address or the plex user name).
The user will get an email where he can click a link to accept the invitation.
In cases where the link in the email doesn’t work, the user can go to
https://app.plex.tv/desktop#!/settings/account
and accept the invitation there.
