There is a long outstanding bug with Plex playing 24p media and this causing the audio to slip out of sync. Suggests to workaround this include turning off the H.264 hardware acceleration and I saw someone say setting a specific offset inconjunction with turning off hardware acceleration helped.
Of course the best option is for the Plex team to (eventually) fix it :(

Depends on what you refer to. Automatically change refresh rate; no. But one thing has been added for you guys. "Sync playback to display".

What does that option do ?
(Havent installed XBMC in ages, I'm clueless how 'syncing 24fps video to 60hz display' will alleviate the stuttering problem)
