I purchased the officially supported WinTV DVB Receiver, I live in Berlin and use DVB-C, I confirmed functionality with the official WinTV Application (Channels are found and TV reception works).
The tuner is correctly identified and configurable under Plex.
However a channel Scan ALWAYS (and on any option) results in no channels found.
Please advise on how channels are found and can be used.

I paid for a product, promising a feature, using officially supported hardware!!! Of course something might be broken or a bug popping up.
I brought this topic up over a month ago, sending keep alives on a regular basis.
COULD YOU PLEASE (with cream on top) Comment on why it is not working? And hopefully guide me to the right direction. Looking online, I’m not the only one with simila problems?
I do not have the same tuner, but searching the web for this issue, which I also have, I found that you need to go to Safe Mode with networking, perform a channel scan there ( no channels will be found ), close plex, then reboot in normal mode, scan now the channels, and the scan should start working.
I am here at this step, where the scan is working, but for my tuner model, it does not find any channels. For your model people say that this fixes the problem.
Also some people say that the WinTV software can interfere with the channels scan, so consider removing it, without removing the tuner driver, ofcourse.
I found from another PLEX user a solution. The contents of the file 5263.ini from this location
C:\Program Files\Plex\Plex Media Server\Resources\Tuner\Shared\scanners\dvbc\transponders
needs to be replaced with the contents of the text file I attached here ( the file from the PLEX folder needs to remain with the ini extension - I changed the extension to txt because the plex forum did not allow me to upload it with ini ).
You need to adapt it for your specific tv broadcaster, as the file attached is specific for the Romania DIGI combination of frequency/modulation/qam.

Maybe unrelated to this topic but now, at next step, I am unable to save channel mappings. The error is: “There was a problem saving channel mappings. Please try again.” This is the first time I am doing this so I am not sure what the cause is. Could it be related to the xmltv file? The setup window says that there are 0 matches with the EPG Location (My Guide). I downloaded the xml file for DIGI from webgrabplus github. Do you happen to have the correct version or can I bypass this step in some other manner?
Hauppauge and Plex activly market the TV Feature for the paid version and yes I have a paid version, having paid for this feature I expect it to be working (or fixed).
The “Safe Mode” workaround for me is MEGA SUPER ANNOYING, this is because I run windows server with Hyper-V, and many other services such as DNS on the same hardware.
So my server has 2x1 GBit Interfaces. These are combined in NIC Teaming in order to get 2 GBit connectivity without new hardware.
Guess what, NIC Teaming is not working in safety mode!!!
So this means ripping apart the nic teaming, reconfigure one network card, reboot in “safe mode” run scan, for which I need to figure out myself the local frequencies! In that time no other services (DNS - aka all devices can not use the internet).
Channel scan on my server did not complete, so still no DVB-C, after the reboot, rebuild the NIC Teaming!
This is super annoying! Please dear Plex Team fix the bug and resolve every TV customer from safety modes!!!
I get my XML from a VBOX TV device, which compiles it from the TV signal EPG. In this step I need to manually match the scanned channels with the channels from the XML ( channel by channel, via a drop down menu, where I pick the correct channel from the entire channel list )
Maybe my words are not accurate when I referred to this as a fix. I am not a Plex employee, and indeed, this is a workaround that I shared with everybody here, hoping it would help you guys.
I had some struggles also , because the drivers for my TV tuner were not allowed in Safe Mode, I had to find out how to enable them, which took some time for me also, with trial and error…
sorry no offense, your creativity and energy to help other users in the forum is highly appreciated and really stands out.
My criticism goes into Plex direction, there is a known bug or flaw, or you can call it a broken product. It is activly advertised on the website and is not working.
Imagine you buy a car with a stereo system and the radio channels cannot be configured. But your neighbour tells you, you could do so by opening the trunk and connecting two contact points (not documented) to ground.
What would you tell the car manufacturer?
I paid for a product with a promised feature not working, and raising the problem results in absolutly NO response nor a fix.
I’m a product manager myself, I really really LOVE plex, but I would either remove the active advertisment, or fix the underlying issue and not let the community figure out on how to solve the issue.
so please, someone from plex could you comment on this? Is it a known? at which location is it in the backlog? Will it ever be fixed? Do you need further input?

The safe mode might have helped, but I think it was not necessary.
The .ini files are in a location where editing is forbidden, unless it’s done by an Windows Administrator user. (all of the C:\Program Files [x86] is like that.)
The workaround is to copy the .ini file to e.g. your desktop, edit it, then copy the edited file back. Windows will ask for an Administrator password and then do it.
Before doing all of this, shut down Plex server using its task tray icon.
thanks for the input, I tried that as well, living in Germany Berlin with Vodafone as Cable Provider I used this input:
to create a corresponding own .ini file. I put the files in the right directory (outmaneuvering Windows protection).
Nevertheless the Scan Channels function finishes in seconds with no results.
Actually I just tried it again today and the channel search somehow worked finding all channels.
I assume going through the pain of safe boot (2h lifetime due to linked network adaptors) in the past without sucess at that time, somehow lifted a barrier.
Maybe it’s also an update or the hand of god, I don’t know. Nevertheless my gutt feeling tells me there is an “easy reproducible bug” with a fresh windows I’d urgently recommend to investigate. . . .

I got it working with in Romania with DVB-C cable TV running on Nvidia Shield, Plex Server on shield, with Hauppauge wintv dualHD tuner. Problem was that it did not discovered any channels so I picked every country until it discovered chennels, what worked for me was Switzerland, after that i had to create a custom EPG XML, with channel list that were discovered by tuner, AI helped a lot. Witouth epg XML it does not work.
I don’t have program guide but at least i can see the channels.
