I suppose this is technically a Plex Server question but it is a bit more generic.

If I double click the icon in the windows system tray or select Open Plex… can I get the Plex app to start and not the web page interface?

You can’t.
Why not simply add the Plex for Windows app as a favorite to the start menu or add it to the task bar?
