Server Version#:Ubuntu Linux 18.04.3
Player Version#: Version 1.18.2.2058
So I have this unusual problem with my PMS and I was wondering if anyone else has had this problem or knows how to fix it.
If I request sudo apt-get --only-upgrade install plexmediaserver it tells me that I already have the most recent version, however if i open the media player on safari or any other device it shows me that an update is available and that I have version 1.18.2.2058. on AppleTV it only shows me that I need to update to the most recent version to access the media.
Any ideas on how to fix this are very much appreciated.

You’re showing 1.18.2.2058 and dpkg is confirming that.
The AppleTV is correct in what it reports.
Public PMS is now at 1.20.1.
Do you wish to remain on 1.18.2 or upgrade to public?
It sounds like you need:
sudo apt-get update (to pull the new version list)
sudo apt-get upgrade
