I’m not sure if that is a server problem or a client problem.
When I have put the .TS file and have Plex search for it then it find that is have swedish subtitle on it and only swedish subtitle are in the file.
But when I play it it show not a swedish subtitle, I Think it show Dutch or Estonian and that is strange becurse it only have swedish subtitle in the file?
I mean it is subtitle that show but not swedish anyway??
TS files are not so well supported in Plex, especially the various teletext ‘dialects’.
I’d inspect the TS file with
download mediainfo here
(pay attention during installation, it comes with a ‘piggybacked’ installer which asks to install additional crapware. Make sure to set/clear the right checkboxes!)
Once it is installed, analyse the file, then go to:
File - Export - Text [x](Advanced mode)
attach the result to a post here.

Well, as you can see, the file states it has swedish subtitles in it.

Plex cannot know if the subtitle that is in there is really a different language. I guess the software which recorded this stream off the air is to blame for this.
But why does it translate the subtitle from swedish to something else
I mean I can understand if it have problem to understand the swedish character to something else and show strange subtitle but for me it looks like it translate to some other language.

Plex cannot ‘translate’.
What ever you are seeing there must come from somewhere else. Did you set up the opensubtitles.org agent or SubZero perchance?
And I’m intrigued. Is there a chance you could send me the file for inspection?
Just upload it somewhere (GoogleDrive etc) and send me the download link.

It just take a Little while to upload it
Whichever software tool I let loose on this file, none of them was able to show me a subtitle.
Some stated that there were subtitles in there, but none showed up on screen.
VLC even didn’t start playing it.
My TV software (DVBviewer) tells me that the file has teletext-based swedish subtitles in it, but can’t show them to me either.
It’s as if the file you uploaded for me is somehow different from the one you have on your computer.
ohh that is very strange.
I have no problem to use VLC, just under subtitle>Sub track>Teletext subtitles - [swedish]
That I have done now is extract the teletext with TSDoctor and add it as in MKV file with the TS file so now I can Watch the TV show and the subtitle

Hah! That particular software is missing in my arsenal.
Goes off hunting for it 
I tested a previous version of this before. I have to say it came a long way since then. The automatic conversion into .srt subtitles is awesome!
And the enigma of the changing subtitles is solved: apparently the file contains subtitles in 5 different languages.
