There’s always the “I’ve locked myself out” procedure. Though not sure that’s going to help in your case. I suppose your server logs might help pinning this down.
FAQ 13: Manually obtaining log files
Log files are maintained in the Plex share. This share is normally hidden by default because, under normal usage, there is no reason to access it.
In those cases where PMS won’t start, the share can be made visible to File Station in order to facilitate manual collection and posting in the forums for assistance.

To reclaim a “lost” server. (lost / locked out / password reset)
Uninstall the package with the “KEEP” option.
Reinstall the same package again, selecting the “Plex Claim Token” option
Click the “Get Plex Claim Token” link
Browser will open showing new claim token
Click “COPY”
Return to installer window
PASTE the claim token in the small box
