Unable to Cast anything above 4mbps (anylonger) - Problem Identification?

Server Version#: 1.13.5.5332
Player Version#: Chromecast Gen 2

Hi Guys,

I’ve been loving Plex for years, and I would like some help from this great community. I have the following Laptop acting as a server (whenever I play a file I have closed all other running software except Chrome)

System Model: HP Pavilion Notebook

BIOS: F.46 (type: UEFI)

Processor: Intel(R) Core™ i5-6300HQ CPU @ 2.30GHz (4 CPUs), ~2.3GHz

Memory: 8192MB RAM

Chip type: GeForce GTX 960M

Intel(R) Dual Band Wireless-AC 7265

I have the latest PMS and I Cast to a Gen 2 Chromecast. I share the Wifi on my Laptop and there are no else activity or other users on this shared network of mine.

With this setup - (3 meters to the TV) - I’ve been able to cast 1080p HEVC and x264 (6000 - 10000 kbps bitrate) without any issues. I really never messed with the options - it simply worked.

Now, however, everything starts with either a sound lag or stutter + video stutter. If I check my PMS it Cast the file in “Maximum” (Is it transcoded or not, I’m not sure - but my setup should be able to transcode 1 of these streams?)

If I pull it down to 10 mbps - same issues. Whenever I get down to 4 mbps it casts fine - but the quality sucks (especially knowing I had it better before).

I guess I must have hit some settings to mess this up. Lets assume that it’s not my laptop that’s “not enough” for a 5000 kbps transcode x264 /x265 - what other things should I look for?

Please don’t flame me. I love Plex and I just got in to some small troubles
