Unable to Connect to Plex Server Locally

Hello,

I recently moved to a university dorm and do not have access to modem settings. In an effort to get remote access working I bought a vpn service that allows port forwarding. Remote Access worked for a few days.

Now I cannot connect to the server locally(or remotely). I have uninstalled the vpn software and done a clean install of plex.
