Using Alexa and Plex outside the home



My kids love to make their own music albums (with music that they have created) and we like to play it on our echos. This was accomplished by uploaded the music to Amazon music.
Now that amazon music will no longer allow you to upload your own music, I was looking for alternatives.

I know that I can create a plex server and use the echos to play songs from my plex media library while I am attached to the same network.

However, we like to do a lot of road trips and we bring our echos in the car and use that to play songs through our car stereo.

Is there a way to access my plex media server and have Alexa play my music while I am not on the same network?

I know you can do it on the phone, but can it work with Alexa outside of the same network?
