I am struggling with transcoding video. I have been using MyCloudEx2Ultra with HDHomerun Quatro for two years with HDHomerun DVR. I attempted to move to Plex with PlexPass. Are there any inexpensive upgrades to this NAS? The lowest priced NAS that I have seen is $270.

Dedicated low-end NAS devices tend to have very low-power CPUs, as the normal work of a NAS doesn’t require much CPU power. This means most of them will struggle with transcoding anything complex or high-bandwidth.

You’ve seen the list. Nothing on there that can handle transcoding well is going to be cheap.
Are you only using DVR content? Another option might be to get an HDHomeRun Extend instead. This will trasnscode your recordings into h264 which is much more compatible for direct playback and you wouldn’t need transcoding.

Yes, you can use multiiple HDHomeRun devices.
Devices of that type are not designed to be upgraded or modified, other than possibly storage device replacement.
WD PR2100 is the “hw transcoding” enabled version of your nas. It can’t do >1080p I don’t think, but it’s only $350 and your drives should “just work” if you plopped them in.
You can but since the other device cannot transcode this will cause confusion as to what episodes will get transcoded. If the tuners from the Extend are used, they will get transcoded, if the tuners from the Quatro are used, they won’t. You can’t control which tuner gets used. A random available tuner will get chosen.
