It appears this half star ability is currently intertwined with participation in the Discover Together feature. [Discover Together Beta : Announcement & Feedback](https://forums.plex.tv/t/discover-together-beta-announcement-feedback/800886/1)
Users who are participating in the test, will currently see the half stars, users who don’t, won’t.

I understand that work is underway to decouple these in a future release.
