Interesting. Yes, I do have 2 servers (both Android Shield TV). As another data point for you, it’s only occurring on 1 of the 3 Shields. By your brief description I would have guessed it would have happened on all 3. Hopefully this is quickly fixed as this feature is the reason I pay for Plex Pass
In my case I have a main server, but two Nvidia Shields also have servers that aren’t used. In my case managed users can use live tv, but my admin user cannot. I’ve checked and redone the allows for the admin user.
I have a similar problem. I have only one server, but I do have two people sharing servers with me. I have not tried to use a seperate account yet that does not have the shares attached

Having shared servers cal also produce the problem.
I tried creating a new account and accessing my server with just one server on the account but the issue remains.
@“MovieFan.Plex” thank you for the info. At least I can stop trying everything under the sun. Will going to an earlier version fix this, and if so do you know what version introduced the error?
I just installed version 7.1.0.5670 of the apk and the DVR functions are working fine again.
I’m running 7.1.0.5777 and while “LiveTV” appears for all users who have the option enabled by the admin, there’s no grid guide, but more importantly, even the admin account doesn’t have the ability to see any type of recording schedule or to record any program.
For me at the moment, the only way to schedule recordings is to use another app, like the Web UI.
I decided to dig a bit deeper and checked out the status of the Shield-based server app (I don’t use it but thought I’d look anyway). Even though it was disabled (had an “enable” option) it also listed “force stop” option which indicates it was somehow running. I stopped it and then tried Plex again.
And… The record option suddenly appeared for programs and the schedule icon showed up in the LiveTV category.
The GOTCHA? These options also show up for my non-admin accounts and produce an error when selected.
The recording/scheduling ability need to be a property that can be assigned to any user account. Only having the admin able to do this kind of stuff is cumbersome/backwards. I only use the admin account for maintenance, it’s not my everyday watching account.
This issue keeps returning depending on which account is entered first. Start with non admin account, then flip back to the ATV home screen, come back to Plex and select Admin - recording options/scheduling missing. Force quitting Plex and then starting up accounts in the opposite order brings the record options back for both accounts as mentioned in the previous post.
There are so many careless design oversights, bugs and missing features that DVR, IMO, is pre-beta at this stage, and at least 15 years behind where products like SageTV were when they stopped development. Kind of a shame, but I feel that my Plex DVR experimentation is going to end shortly and it’ll be back to running Sage for all back-end recording and scheduling.
I killed my second server and that appeared to solve this issue. Having said that, I agree with above:

The DVR was why I purchased a PlexPass. If this doesn’t considerably improve in quality by my renewal date, I’ll rethink my cord cutting strategy with Plex

AND this is still an issue today.
Cherry on top is that no account besides admin can do anything with DVR and that DVR regularly (enough) misses recordings. Still beta quality. Still 10+ years behind SageTV.
SageTV started in 2002. I think they have a bit of a head start.
But it also has developers and a company behind it that seeks to listen to their users and fix bugs instead of delivering more new and unfinished features 
Found out that the LiveTV hub was removed, don’t know why. You should still be able to access it by going to the far right of your library list. It should be there along with other online providers.
