Why can't I connect to local PMS manually?

I used to be able to type IP manually to force offline LAN connection to my HOME server.
I do have 2 NIC IP addresses and tried both without success.

This was working for me until recently
Any help is appreciated.
I have the latest WINDOWS Pms and Samsung TV PLEX app

so to enable access on LAN under “List of IP addresses and networks that are allowed without auth” I should specify my entire class C like so:
192.168.1.0/255.255.255.0???

I am a bit confused

That is correct to my understanding. It worked for me and made the home LAN seem to work better as well

Did not work for me. Do I have to restart PMS after?

I didn’t need to if I remember correctly. It has been awhile
