I am trying to take a load off the server so I am willing to set up a second machine for a couple of months until plex gets done uploading the data to my cloud service… After this is done, I should be able to “sync” it to any plex machine correct? I mean that is the reason for the sync correct? ---

Sync is from Server to client (Player) such as a tablet or phone with storage and can run the Plex app . It does not support server to server. That would be a ToS violation ---

Cloud Sync, allows you to upload copies of your media to a Cloud Provider, when then acts like a mini server, allowing you to access that data. This is a one-way (up) transfer only. You cannot then tell another computer to reuse this data. Mobile Sync is similar but instead of uploading to a Cloud Provider, it makes a copy onto your mobile device. Again, this is one-way. If you mean “sync” as in a generic term, then it is possible using 3rd party programs but there is nothing in Plex itself.
