X265 1080p streamed to Apple TV always causes a transcode

The title more or less says it all.

Is there some limitation to x.265 on Apple TV? I see if the same client play’s a 720p x265 there are no problems. The files are encoded exactly the same way, only difference is resolution.

Running Plex on a TrueNAS Core 12.0
CPU: i5-9600K
RAM: 16GB
