Could you see if the image files the curl commands wrote to contain any text response We have had Cloudflare bans before - so rename the 10cfl.jpg etc files to 10cfl.txt etc and see if there is any readable text

Not sure if you’ve tried this but I was having the same issue. I rebooted my router and now everything is working perfectly.
