Mobile Plex Server for air travel/car on Raspberri Pi 3

I’d like to put to put together a semi-mobile Plex Server that can be plugged into a car for long trips and used for at least a few hours in an airplane.

Say a Raspberri Pi 3 that is fed by a 2 TB WD Mypassport drive (or similar). Support video playback on 3-4 devices (iPad and the like).

Has anyone had success with this or similar set ups? Would the wireless on the Rasp 3 be strong enough for multiple streams? Maybe used a wireless router as well?

You’ve posted this before in other threads, and it looks like what I need to put together, but some actual details would be helpful. It looks like a rPI3, an SSD hard drive and some kind of portable wifi device?

Do you have experience streaming to multiple devices at once? Imagine 3 kids each with their own iPad in a car for 40+ hours over 10 days. If all the media were already optimized and needed no transcoding, would that be sustainable?

My other question is that, if we have a portable wifi gadget, would it continue to operate as a mobile LAN in areas with no cell service? The plex server will still work locally right on the LAN, or does it require an active internet connection?

You could do all this including WiFi on a notebook as well. No need for external router. The notebook can be the hotspot.

All my media has been converted to aac and h-264 mp4
I have streamed 4 streams simultaneously with no buffering.
The battery will support at least 1 stream for 20+ hours then wifi died battery was 3/4 charged still.
The hotspot is always on any wifi device can connect to it. No need for internet connectivity or cell service.
If you want internet access just plug in an ethernet cable.
