OK, you are indeed using an IP range designated for private use. So there’s everything in order with it and my idea cannot be confirmed.
Sooooo what else can we try? Is it a Plex server bug that can/will be fixed or is it something on my end and I need to look elsewhere for a media player???
I still don’t understand the issue in full.
Are your LG TV’s older models? Do they support selecting one of your managed user accounts at all? We might have to disable user authentication for these devices.
I had someone looking at your account and it appears as if you have currently no Roku devices at all connected to your account.
Did you remove all of them in an attempt to get this straightened out?
The 2 LG Tvs are brand new. I have 2 ROKU Expresses attached to my account. I keep them all attached all of the time. I don’t do anything funky with them.
I can select any of my managed accounts at any time from any of the devices. A file will play but always “Indirect” (on the TVs) or on a “Relayed Connection” on the ROKUs. This can lead to buffering, transcoding and ALWAYS a much reduced quality of picture. I’ve always had a direct connection up to the point of the server upgrade on Sunday (in order for the ROKUs to work).
My setting show that Remote Access is not available outside my network but my remote users have had access. I’m not sure what quality they are getting but their files are transcoding as well.
At this point I’m not sure what to do. Downgrade my server software so everything works okay? Totally trash Plex and start over???
Try the just-released version 1.14.1 of the server software.
Do you have a link for a download? I search the forum and couldn’t find it. My Server says that it is “up to date” at 1.14.0.5470.

Make sure that ‘Plex Pass Downloads’ are switched ON.
THAT WORKED!!! I am fully operational. All ROKUs and Smart TVs are showing Nearby" and Remote Access is showing Fully Accessible. It’s been a painful couple of days but at least I’m working.
