Short answer: DRM
All the platforms which currently support the Ad-supported movies have a DRM mechanism built-in to the platform. This includes browsers in addition to your streaming boxes and mobile devices. In those cases we got the ability to playback DRM content fairly easily because the platform has the mechanisms built-in. This is not true of the platform on which the desktop app is built, but we are working on it.
