Glad to hear its not just myself I have spent hours trying to troubleshoot the issue over the last week for my little girls account which the dashboard was never loading.
I have found it seems to be related to the TV shows restriction if you remove these the dashboard loads fine even leaving the films and music restriction in place.
I have also found that removing all the tv show restriction labels and starting again you can add the restriction label to 2 TV shows and the dashboard still work perfectly, however as soon as you add a 3rd label to a TV shows in all falls down the the dashboard fails to load.
I have just updated to the latest version released again today 1.11.1.4760 however this issue still persists.
Just glad it is not just myself having the issue, Im sure this is very high up on the developers list of problems to fix as it is probably 1 of the main features that people invest in Plex for the ability to add and restrict users
