It could be a limitation imposed on them by MS which Plex has no control over.
No, this is a setting on the Plex side, where you can specify to what Bitrate a stream should be transcoded to. So my thinking here is that if the input rate is higher than 20MBit/s that is currently the maximum, then Plex attempts a transcode.
So the answer to this is for them to remove that limitation and allow you / me / anybody to actually allow higher bitrates for direct stream.

No, what Cayars means is it is a limitation Microsoft has imposed on the video player so that bit rates higher than that cause the video player to crash.

That's interesting, because I see the same behaviour across all my devices, which makes me think it's down to the settings on the server side.... I'll do some more testing though, now I am curious if I can push the video to my PC without transcoding.

It is all going to depend on the device. If you're using PHT you can stream whatever quality you want be selecting a video quality of Direct Play. When it comes to the Android app selecting maximum will send whatever quality you want, but causes massive stuttering on most devices as they get overloaded with the higher bit rates. This is usually the reason a bitrate limit gets imposed.
I’d just like to mention that MKV playback on the Xbox One, now that they’re being Direct Played and played back natively at >20 MB/s, look absolutely fantastic. Well done, Plex!!!
